Touhou 10 won't launch

So I'm not the most tech savvy guy, so sorry if i sound like an idiot.

As the title would suggest i cannot run th10, once i try to this pops up "the code execution cannot proceed because d3dx9.dll was not found."

and uhh yeah. Help?

I'm pretty certain that this is a DirectX-related error so can you check if you have DirectX installed or up to date?

If you keep getting that error after doing the above, can you check for me if you get the same error message when starting other Touhou games?

Tried that now it's saying "the code execution cannot proceed because d3dx9_31.dll was not found" then tried downloading touhou 11 and the same exact message popped up.
