Perfect Cherry Blossom won't run on Windows 10

I'm trying to play Touhou 7, but this message shows up regardless of whether I run it on fullscreen or not.

I have tried following things:

- Running it on all different compatibility modes

- Running the game as admin

- Using dx8 to dx9-converter and running dxdiag, which keeps saying that everything is safe and sound

- Downloading it from a different place (The current file is from this website)

I have set up my locale to Japanese prior downloading the file. Help highly appreciated!

Direct Sound 正学 is cannot initialize any existing PAD(?) desu, Too bad

error : The data file is not exist

I ran it on thcrap and then it suddenly worked!

I have that same error as you..  How do you run perfect cherry blossom on the crap??
