Wait, isnt Tenshi being allowed to leave heaven actually really bad?

I am not the biggest lore buff on how heaven works in touhou. From what i remember, if you are judged white by the yama, you will be allowed to enter into heaven in the afterlife. tenshi, however, very clearly wasnt judged at all, and instead leaves and causes an incident on the surface. isnt the fact alone that she did this a bigger threat than the damage she purposefully caused? If the humans or yokai on earth were to learn, or if they do already know, wouldnt it cause a collapse of morals? after all, there isnt a massive reason to be a good person anymore, as apparently you can just get into heaven no matter how you behave, or when you get there you will only be faced with other people with low morals. Anyone else have a thought on this? is there any piece of the story i just forgot about that explains this?

i don't know much about tenshi. what i do know is that her parents we pure enough to go to heaven and was allowed to bring tenshi with them. and that she let suika have her territory from a bet.....i think

Heaven is a place divided in three levels, the one Tenshi used to belong is the second one since she doesn’t have any "human desires" (appetite, lust…) but she still have her body, so the heaven where the Yama sends the spirit is the level above Tenshi’s.

 

However don’t forget that if Tenshi is here it’s only thanks to her ancestors but that the other celestial didn’t consider them as worthy celestials because the rest of the family wasn’t enough ready to be celestials. Don’t forget that Tenshi was a human named Chiko at the moment when she ascended to heaven and became a "bad girl" because she was spoiled rotten (by the way her parents decided to change her name because her former name didn’t sound celestial at all).

One of the first reason why Tenshi was expelled from heaven is because of the elexir she drank to make her stronger : it was for ermits only.

a slight but significant correction here: she didn't just leave heaven in SWR, she was expelled from it for her behaviour. However, in future appearances it does seem that she travels to and from heaven on her own accord.
