59.8 or 60fps

For whatever reason the fps counter in the games cap around 59.8 instead of 60fps?

Thing is: for older games this only happens in windowed mode, vpatch or not. 10 and onwards it only happens when I don't run them through vpatch.

So uhh, what's going on.

Apparently it was because my refresh rate was not set to 60hz? For some reason? Not fully convinced but, sure.
